Product recommendation for sealant or epoxy vinyl inground

I have an in-ground vinyl liner pool that was build 3 years ago. All of the caulking that was used around the steps, ladder, and skimmers is coming off. What is the best product to reseal?

Should I drop the water level to seal these or is there a product that works well under water. I have a large amount to seal.

There shouldn't be caulking there. Just gaskets

There are gaskets there as well, but they also put white caulking that is coming off. Do I just scrap it off and hope it doesn't leak? Or clean and replace the caulking?

Post some pictures so we can see. Like pool-x-pert said, there should be no caulking. Where is the caulking around the ladder? The ladder should just lift out of the fittings in the deck.
