2006 Sundance Bahia FL1 code

FL1 code flashing. Circulation pump works well and flow valve opens and closes as it should.

Pump 1 (2 speed) hums but doesn't move water. It's not seized.

Troubleshooting yielded no results. Called tech and he recommended new board and replace pump for $1200. Ouch! Obviously I'm looking for advice.

Is is there another option I'm overlooking?
