Equipotential Bond questions

I have a question I'm hoping can be answered. Do planters need to be bonded. I have a call in to my inspector but am curious if anyone has ran into this before. Code says paved or unpaved surfaces but I'm not sure if a flower bed would require it.

Fixed metal parts within 5 feet of the pool need to be bonded.

If it's installed in a secure, permanent way and metal and within 5 feet of the pool, it needs to be bonded.

Other similar items include metal fences, metal pipes, metal awnings, metal door frames etc.

Can you give a better description of what the planter is?
 
I was able to figure it out . So front wall of pool is raised bond beam and it was just a dirt planter area in front of it. No metal but I was just concerned because it was against pool wall. Inspector just made sure #8 solid ground was running from bonding lug in both directions to rebar on pool deck. Thanks everyone
