Green pool, no CC

I've started working on my brother's pool. It sat with no chlorine or filter running for a few days and started turning green.
I hit it with shock levels of chlorine and after about 30 minutes I tested for FC and CC and was surprised to find there was no CC. Does it take a while for the FC to bind to the organics to convert to CC?
 
CC's can be a little confusing......

The presence of CC's (1ppm or greater) is indicative of the need to shock your pool.

However, algae can still exist (other organics as well) and the CC's test can be .5ppm or less.
