Crack in Gunite before plaster

We are under new pool construction and we have a crack from the top of our pool to the the bottom. It went through the tile and coping. The popped the coping to see how far the crack goes and it goes more than halfway through. We believe that when the cut the rebar and pulled it out on the outside of the pool which it lines up with the crack on the inside is what caused the crack. Of course we can't be for certain. The owner says it's a hairline crack and doesn't mean anything. Is this true and how does something like this get fixed?
 
When we got our gunite pool remodeled last year, before they shot off the fiberglass they prepared us for the chance that the fiberglass might be hiding cracks. They told us that they would have to repair them with "staples", I don't want to mention name brands just look up "pool crack staples" on Google. Luckily when the fiberglass was removed, there were just a few hairline cracks that didn't require repair. Our pool remodeler said that the cracks were probably from when the concrete originally cured (in 1986).
