I have a 15 inch hayward sand filter but when my pool was delivered it came with a cart setup so I added it in series, with the cart in my gpm drop significantly so much that I have to remove the cart to vacume the pool, I have a cloudy pool but it is clearing with the help of the pool school, so my question is sand, cart, or both?

The cloudy water is very, very likely completely irrelevant to your filter question. It's far more likely you do not have enough chlorine in your pool.
However, whichever one you chose, you should only use one filter. All other things being equal, I would choose the one with the highest flow rate. If they're the same flow rate, I would choose the one I preferred to maintain......there is a difference in maintaining the two types.
