i did not turn it off, but it was not on when i did the chlorine test in the evening. and it was not on yet the next morning when i did the second test. does it matter if the switch was on but it was not running? maybe i need to do it again.

teppy, I'm just checking. When you did the overnight test, you turned off the SWG, right?

Well, the instructions for performing the overnight test specifically say to shut the SWG off completely. I'd redo it.
