Should connected SPA CL be higher than Pool and if so how?

Experts - ~14,500 GAL In-ground pool with connected SPA. SPA will most likely get more use than pool. Also thinking that since temperature will be higher in that water mass the germs will grow quicker. So should the SPA have a higher CL level than the pool? If so how would one accomplish that given both are connected. Normal operation on circulation of the pool has about 10% of the water going back to the SPA which overflows back into the pool (SPA can be isolated when in use for filtering and heating). I'm thinking that because of that it may be best to keep the overall CL level higher than average to account for the SPA than attempt to come up with a strategy to keep them at different levels...Thoughts?
