Secondary pump question??

I am about to get plumbing done and needed advice on pump HP size.
I am contracted for a 2HP Hayward super pump that was going to handle 4 returns, 2 bubblers and a 3' sheer descent.

My PB suggested a 1HP for the water features and even dropping the 2HP to 1HP for the 4 returns. I asked whether stepping up to 2.5 would make a difference, but from his experience separate pumps work better to maintain the flows and water features.
Any thoughts on the right size HP combo?
My pool is about 15x20x32 in size.

My preference would be to separate the water features from the circulation/filtering and have a small two speed pump for the circulation/filtering. In the long run that should save enough on energy costs to pay for the extra pump.
