I'm having a lot of trouble with my PoolCleaner two-wheel leaning back and lifting the suction off the pool bottom. I have tried placing the floats in just about every position imaginable, including adding more floats to the line. I even had so many at one point that the cleaner was floating up off the pool bottom. There has to be something I'm missing. How do I stop this thing from leaning back and lifting the suction off of the pool bottom?
 
That is usually an indication of too much flow coming from the cleaner.

What is the RPM count of the wheels?

How are you adjusting the flow from the cleaner?
 
I started out at 14 rpm. I used the three-way valve to adjust the suction. I had to turn it down to around 8 - 9 RPM to get it to stand up and have the skirts ride on the bottom, but then it wouldn't climb the sides.
