The hole the ladders mount into. There is suppose to be a drain hole but they don't seem to be doing anything. I have four holes, two for the ladder in the deep end and one for the pole by the shallow end stairs. They all hold water like this.
There is usually a drain hole in the bottom. Sometimes filled with concrete during installation and often clogged with debris. Use a hose as suggested above.
When the ice expands, it crushes the noodle rather than putting force on the anchor. The noodle also greatly reduces how much water is there to start with.
