The psi in my pool is always around 40-45 until I clean my cartridge filter then it drops to about 30 psi. I have to clean my filter every 2 days after doing so the water pumps out of the jets and into the skimmer at a much stronger rate. Any reason why it keeps raising so often? Thanks for the help.

Chances are you have a bad gauge. 40-45 is pretty extreme. Does it go to zero when the pump is off?

The Guage seems fine, and it does go to 0 when the pools off. The pool is crystal clear and the filter itself can't be over 1-2 years old.
Sounds like an algae bloom to me. You can do the Overnight Chlorine Loss Test to see if there is some algae. If there is the SLAM Process to get rid of it. You will need an FAS/DPD chlorine test. If you don't have one I buy mine at TFTestkits.net. If you don't have a fantastic test kit then get the TF-100 instead.
If your water is crystal clear and you pass the OCLT then it is probably time for a new set of cartridges. I prefer Pleatco, cost less, work better.
