Possibly, but two other things come to mind when evaluating a system's pressure:
1 - Could the gauge be malfunctioning? Does it fall to zero when the system is off?
2 - Is that 18 psi right after the filter was cleaned/backwashed?
One other thing to consider ... when was the last time the sand was deep cleaned? Deep Cleaning a Sand Filter If you've not done it in a while it's possible that the sand is compacted and effecting your flow rate.
Actually, the sand filter is brand new as the pool company replaced the old DE filter. From Day One it started at 18 PSI clean. Just hoping this is not a problem.
