The line from my filter to my chlorinator dips below the ground.

The line from my filter to my chlorinator dips below the ground. The bottom of this dip appears to go down to the water line of the pool. Would you know of the reason/benefit for this? Below is a picture of this line.

Looks like a p-trap. Not sure why you'd need this. Maybe it's due to some plumbing code in your area.
 
Do you have a check valve between the pump and the filter?

If the bend below ground goes below your water line, then water will only drain back to the level of the water line in this bend. This will keep the pump primed with water. A simple check valve between the pump and filter would do the same thing.
