Nu Wave A-24 Spa Pack recycling pump constantly

I have a Nu Wave A-24 Spa Pack that I just hooked up after storing for a while. The pump, on low, starts and runs for 15 seconds or so, then stops for a minute or so, and does it all over again. On high it runs about a second and stops. What should I start checking?

Also, the heat indicator is on when it is running, and shuts off a few seconds after the pump stops. Not simultaneously. I didn't know if that may be relevant.
