C2001r2b Board replacement

Hi, I just replaced my control board on my cal spa. the tub isn't heating so I made sure there wasn't an air lock, we have water running through the lines. I tracked the issue down to the voltage leading to the heating element. Please bear with me while I try to explain it. By poles I mean the 6 connectors on the top of the board.
old set up had as follows
pole 1- goes to heater with power from pole 2
pole 2- power in from breaker 120v 1st leg of 240v
pole 3- goes to heater with power from pole 4
pole 4- power in from breaker 120v 2nd leg of 240v
pole 5- connected with a jumper to pole 4
pole 6- 30amp fuse running to pole 2
new setup I had all the wiring the same but both pole 1 and 3 get the power from pole 4. If I check the voltage from pole 1 and 3 it zeros out on new board, if i do it on the old board it equals 240.

Please help! I've tried looking for other schematics for this board but no luck. Does anyone know the difference between c2001r2a and c2001r2b?
