As you already realize, something is not right.. I suggest you do the following:
1. As Paul recommended, the first thing you want to do is add enough bleach to bring the FC up to five or so. The cheap test kit that I'm sure the builder gave you will get you close enough until you get a real test kit.
2. Once you have the ability to test the FC yourself, then take two samples. One away from any return, about two feet deep and another sample directly from the return itself, making sure the IC-40's "Cell" light is on when collecting the sample. Run an FC test on both samples and see how they compare. If they both read the same, then your Cell is not producing any chlorine.
3. It is a new pool.. Why not call the PB and tell him the Cell does not appear to be working and make him prove it is.
I'm not a fan of pool store testing, but for them to be reading close to zero, on several tests, makes me believe that your FC is actually very low. You need to get the FC up pretty soon or your next post will be " New Pool Turned Green".
