springtails

Anyone know how to kill these tiny black flea-like pest that are investing my pool? From what I gather on Google, they might be springtails, but I am not sure. They seem to cluster and float on the surface of the pool and they hop around. They reproduce, astonishingly fast. I live in San Diego...
