Maybe to ask this more generically, what are the ways to get something like a stubborn return fitting removed, because thats basically what these lights are? If it does require damage/removal of some plaster, how big of a deal is it to fix it?

Re: Valve actuators and freeze protection- valves not switch FYI- I found a reference in Pentair's forums (poolfyi) that said that the current firmware overrides the valves to only allow them to switch to circuits with freeze protection enabled.

Good to know. The leak is probably coming from the light in the spa where the water level is 18" higher. The installer just capped the end of the conduit, so I think I'm good to go.
