    I agree with gwegan. Get an engineer involved, and an electrician familiar with the NEC (National Electric Code) as it shows specific requirements for pool electrical. Your local building inspector will also be willing to help resolve this.

    Your best option would be to get several bids from local PB's for the replaster, with the return install included. If you are handy at things like this, you could rent a hammer drill and coring bit to do it yourself just before your replaster.

    There are some high strength epoxies that can be used to build up the area to allow the use of the trill/tap. If you do this, be sure to rough-up the area surrounding for good adhesion. A Dremel type tool would be good for this.

    Any airborne dust that settles on your roof will be washed into your pool. If you add gutter, how about a way to save as much of the water as you can, for free refill water after backflush etc.
