Upon further inspection of the pump, the damp gauge was stuck at 5 lbs pressure as the cardboard dial was interfering with the needle! Yes, the filter was very dirty and I put in a clean one and changed the cover with another pressure gauge. So we'll see in a couple of days. Thanks.

Leslie Pool Supply doesn't carry Boxer. They just carry their own brand for $7 and is probably the same at Walmart. Should I just order it online to get the Boxer brand? Thanks.

Thank you. I think I sorted out the problem, Yes the hair dryer was plugged into the same outlet and worked. However, I ran a heavy duty extension cord to the pool pump and it started right up. So it leads me to believe that the outlet is at fault as the pump draws more than the hair dryer...
