    ( May be a silly question, but did you try Leslie's Pools? That's one source we use here (Ft Myers). We pay $4.70 for a 2.5 gal refill (I think it is 10%). Home Depot also sells pool bleach (case of 4 gals, I think) although not in refillable containers.
