    Definitely at the valve -- I have taken the hose off before and can see it dripping out the bottom of the grey elbow piece attached to the bottom of the valve. Maybe I should just hire someone to take the valve out completely (replace the T piece above with a straight section of pipe)?

    Here is a picture showing the bulges in the wall -- a big one to the right of the light, and a smaller one to the left of it. It's hard to see in the water, but where the liner is sort of hilly, that isn't water or air behind it, but some kind of dirt/debris.
