how to remove vinyl liner creases near jet and in the bottom of the deep end looks like a bubble

mostly in the shallow end. the vinyl liner feels rough from about half way from the top of the pool and to about half way to the bottum of the pool wall. ie the mid section of the pool wall. any ideas why this is??
