There is very little standing water on the deck against the retaining walls, although it does happen with severe rain. There are drains along the bottom of the retaining walls to help with that. What is confusing is that it is happening intermittently all around the pool, at different times...

We have a 2-tier retaining wall that steps down to pool cement decking. There is also a spa with waterfall that was positioned using some kind of a permeable cement. I will try & post pictures. Thanks for your reply, Beth
