It's definitely the SWG, because the bubbles noticeably disappear when the SWG cell is off.

Question: We've had rain the past few days and each day the pool is registering about 0.5ppm of CC. Is that normal for rainy days with lots of leaf debris in the pool? Is it indicative of something else?

This method interests me as I also have a vinyl-lined older pool without main drain. Am I understanding correctly, that you drain the water below the tarp while you fill new water on the tarp? And this maintains pressure on the vinyl liner so that it doesn't pop out, even with a nearly full drain?
