    I think there would be more risk of a seam failure at that point. The weight of the water will be pressing down and out trying to seek level and the seam is already under stress at that point. I think it would be safer to go just above or just below the seam.

    You can measure the diameter of the filter to tell the size. For an 11k pool you don’t want to go smaller than an 18” sand filter. A 1 hp single speed pump will work for anything 18” or larger. The only risk is getting a filter too small for the pump.
