Do I need a regular cover along with a safety cover?

I inherited a pool with a safety cover and we put the cover on only when we close the pool for the winter. I get a lot of pine needles falling into our yard over the seasons that seem to still end up getting into the pool under the safety cover. My question is if it's a thing to put a normal cover beneath or on top of the safety cover when closing the pool to keep debris out? And if there are any suggestions on how to do so?

What do you think is a regular cover that you would put over the safety cover? A tarp? How will you hold it down?
 
Members have had success using closed cell foam backer under the cover perimeter. It adds just a little tension to help keep the cover from billowing in the wind so crud can blow in. Then even if the cover does billow a little, there is a barrier.

A 600ft reel of 1 inch foam rope was $80something at Tractor Supply the other day when I looked it up for someone else. It's probably similar at HD/Lowes.

I wasn't sure tbh. I used to have an above ground pool and the cover would just sit on top of the pool and it was clipped to the edges. I see my local pool store selling these in-ground covers that have these tubes filled with water(?) or sand(?) that keeps the cover down. I don't know how that would've worked with the safety cover, I was hoping someone had run into it before and had a solution

hmm this is certainly an idea. I wonder if 1" will be enough to hold tension, or should something larger like a pool noodle cut in half could be squeezed in between?
