Pool Pilot blowing fuses

I have a pool pilot Dig-220. The main power fuse in the lower left side of the board blew it fuse. Fuse location is circled in attached pic. Oddly, this happened about a few hours after we just put in a brand new Cell and cable. I checked the cell and connections and everything looked fine. I replaced the fuse and it ran for a few seconds and then blew again. Anyone have this happen and any areas to troubleshoot.

Do you know how to do component level diagnostics and repairs?

Have you looked carefully at the hoard for any burnt components?
 
Ok, so since this issue started when I put the new cell in I went ahead and put the old cell and old cable back on and now it doesn't blow the fuse but now it says "Purifier Off; Pwr Control Error"

I tried searching for power control error and didn't find much..

Maybe the new cell is defective.

You have a clamp on ammeter to measure the amps the cell is pulling?

8.6A is indeed high, which would make sense that it's being replaced. I did want to point out that unlike other SWG, the DIG-220 is overbuilt. As per the manual, you can go 10x the normal levels, so I don't think a salt level test will tell us much.

My vote is the cell is DOA, not the controller, because I believe that fuse is 20A, correct? A new cell shouldn't cause double the current, it should be lower.
What is your cell power setting? Level 3? Reduce it to Level 1 when you replace the cell.
