Spa has small rough spots, feels like cement

On one side of my spa, there were the cement like rough spots. They are raised and somewhat sharp feeling. I'm not really sure where they came from or if there's a way to fix it. They are mostly on one side (left side) of the spa.

Attaching some photos, but kind of hard to capture.

Could be calcium scale. How do you test your water? What is your water chemistry?

You can sand the rough areas with 80/100 grit wet/dry sandpaper or diamond coated sanding pads.

You can drain the spa and polish it smooth using diamond pads in a power sander. Read Plaster Installation and Maintenance - Further Reading

Just tested for calcium. It was at 850. Water is pretty hard here so not surprising. TA is usually 100-120. Hard to manage to get it low without tons of acid.

It's probably calcium scale as you mentioned. When I bought this place I took a pumice stone and rubbed off the calcium on the tiles mostly focused on the spa.
 
Are you using PoolMath and tracking your CSI?

You need to keep your CSI negative to prevent scale from forming. Yes, that will take a lot of acid as a low pH is your only tool to keep CSI down when you have high TA and CH.
