My pool was chipped out yesterday and they noticed that the top of the skimmer is cracked. Does this require a new skimmer?

Yes, it does and you will want it to be new. Why so many questions here? Shouldn't you be asking the builder?
I’m nervous about the cost increase. The structural issues are probably going to be a pretty penny.
It's all going to be much less than building a new pool so get crazy! The one thing I would do with mine differently, and it's 22 years old now, is get rid of the QuikSkim skimmer that has no suction for a manual vacuum. Boy, I sure could use one from time to time.
