What is this drain and how do I clean it out?

I just moved into a new place with a pool and have no idea how to maintain it. I see this drain coming off the filter. Is it a drain for backwash? If so, is it necessary to clean all of this out? Please help!

Old Purex filter after Pentair bought them. SMBW 4000 series. That is the sight glass that allows you to see the backwash water so that you know when you are done with the backwash (it will go from brownish to white). You could drain some water from the pool that way (not recommended) but would have to add DE back to the filter each time.

@1poolman1 , how would you date that filter? Estimated 80s, 90s?
It looks to be a Pentair color, so that would be in the 1990s. Was made by Purex (the same people that made laundry bleach) before that. Same model numbers, essentially, carried over but Pentair put the filter in a fiberglass tank.
You needed special tools to work on those filters, so despite loving tools, I never purchased any (expensive) because there were so few in use in my area. I just referred a customer to ones who did work on them.

Does this drain to the storm drains or the sanitary drain?
