Pool Stairs Cracked Whenever I Stood on Them

The crack is on the top step and is about 4 inches long. I weigh less than 200 lbs, but they shouldn't be cracking to begin with. The pool is over 20 years old. I just changed the liner over the summer. What would be the best option to repair them?

Once the water level is lowered to a safe position, ideally backfilling those stairs to ensure they have the proper support/backfill underneath, otherwise they will continue to crack. If getting under the stairs from around the pool to add backfill isn't a good option, you might call a foam installation service. We had foam pushed under our concrete decking when it started to sag. With a few small 1/4 holes, they can push an expandable foam that will fill any voids.

Once that part is done, the crack (and holes) will need to be patched, I suspect with a fiberglass patch kit. Epoxy might work, but may not have the look you want.

UPDATE: I followed some of this guy's advice. I drilled a hole out in the middle of the crack and then shoved sand as far as I could. The area took about 5 lbs roughly. I put the piece I cut out back in the hole and then covered it with a marine tex. I had the wrong color so then I covered that with a gel coat to make it white. Seems to be holding up so far.
