Is this algae? Rust? Alien life?

We have a spot that continually is growing on our wall. Daily, this blob shows up, we brush it off and it’s brown underneath it, and by the next day, the blob is back. My gut says it’s rust, but I’m hoping one of y’all will tell me it’s something different.

Almost definitely rebar bleeding through.

The only real fix is to cut it out and patch over it with plaster.


 
Probably rebar.

A strong magnet should stick.

You will need to cut out the area and patch with the same plaster mix.

The builder should have some plaster mix available.

File a warranty claim with the builder and ask them to fix it under warranty.
