Non Porous Concrete Repair

After Chiseling the Spa Bench to reduce the height in some seats, some of the REBAR were EXPOSED as seen on the attached Picture. PB is looking to CUT them out and redress with Non Porous Concrete. Is this a good fix? What kind of Concrete Mix will be adequate for a THIN Application because I wouldn’t want the Plaster to be Stained from Rebar in the future. Thank you Fam.

Concrete is a porous material, though the extent of its porosity depends on the type of concrete and whether a sealant has been applied on its surface. It is impossible to create concrete that is not porous at all due to the materials it is made of, but the size of the pores can be controlled.

What would @AQUA~HOLICS do?
 
Typically there is no rebar in the seats of the spa due to the seats not being part of the structural shell.
If this is the case removal of the rebar is allowed without replacement. Any exposed ends of the rebar should be painted with a rust-oleum type paint prior to being covered with a cement product.
For a thin concrete layer, possibly a concrete resurfacer can be used, I have not had the need for this process so I can’t comment on it from hands on experience.IMG_4068.jpg
