Shut Off Main Drain Not Possible?

Hi All,
I am having an issue with my pool. It was built about a year ago.
I have alot of leaves, debris, pollen sitting at the surface. My skimmers (2) pick up about 20% of what is out there.
I have aimed my jets, done all I can but it seems like there is not enough suction coming from the skimmer.
When when I connect the manual vac, there is barely suction.
However the jets let out a substantial amount of water, therefore I do not believe its the pump that is not powerful enough.

I was thinking of maybe reducing the amount of water pulled in from the main drains so increase suction in the skimmers, but seems like I cant do that.

Is that by design? See photo attached.
I can only shut off both skimmers or open them both. The handle is limited to these two positions.

Any advice is appreciated!

You're saying there is a block inside there that won't allow you to position the valve off in line with your main drain inlet?

You can just take the top off the valve body and turn it 180 degrees. This would allow you to shut off the main drain.

While the valve set up you have is used quite often, it is a terriable design. Each input pipe should have its own 2-way valve so that you have total control.

I suggest that you either shut off the main drain all together or only open it 5 or 10%.

I suspect that your skimmer issue is that your skimmers do not have operating weir doors.. Weir doors are what make a skimmer.... Well, Skim. The weir door is found between the mouth of the skimmer and the skimmer basket. It is attached to the skimmer's floor and floats up and down with the level of the pool water.

Yes, I believe its the black plastic tabs on the valve that limit the range of motion of the handle.
I see the tab now. Yeah that's a silly design. I have my main drain open somewhere between 0-5% because I want everything to go to skimmer.
