SoCal: cleaning up mineral deposits on my waterfall feature

I've been kicking this one down the road for a while. Bought the house three years ago and I'd finally like to do something about what I assume to be mineral deposit build-up on the waterfall feature.

Some of the build up is substantial enough that it will probably have to be chipped off.

For the less substantial deposits and stains, what are the best tricks to use?

(I am a total noob here so please do forgive my ignorance.)

Contact a glass beading company and have them evaluate the level of calcium deposits.
For tile calcium, these pads work good for removal without harming the glaze if used properly. Purchased from McFadden Dale Hardware.
Treatment to help keep the calcium to a minimum, Pool Tile Restorer.
