Community pool chemistry, or lack there of

Waiting to move into new home with pool. I just received my pool test kit and couldn’t resist using it. Went to the community pool and pulled a sample. Here are the numbers on the crowded pool:

FC = 1.6
CC = 1.0
PH = 7.6
TA = 70
CH = 180
Salt = 600 (not a salt pool, but wanted to check level)

Water clarity was cloudy with bugs floating. Also, someone told me the pump wasn’t working as I was pulling a sample (guess he thought I was pool service person). I said, “yeah, that stinks!”

I so miss my pool!
 
At least there is chlorine. No CYA is likely because it is not allowed by the municipal health department.

The CC is from the pee in the water.
 
At least there’s fc .
The cc’s is not surprising.
They may or may not be allowed to have cya - many municipalities have regulations that require very low or no cya.
 
Also, it is a salt system. But with no pump running and low salt, it’s no wonder it’s no good.
