Vacuum Hose Degraded during SLAM

Just wondering if this is normal and I should have taken the hose out of the pool during the slam? I had my free chlorine around 16 for 5 days and it's back down to 6 today. I pulled my hose out of the pool and it literally fell apart at multiple points. Even the vacuum cleaner has some degradation on some non-essential parts on the outer surface.

If I was supposed to remove this out of the pool before slamming, oops, I didn't know but just wanted to make sure there's not something else going on with my pool that may be out of whack. My pH says 8 on a reagant test and I know I need to lower but I really hate these subjective color tests I just don't have an eye for them.
