white chalky on the outside of above ground pool.

i have the stuff as you see on the outside around my pool. can anyone tell me what it is and how i get rid of it as well as prevent it from occuring? and please tel me where i can find this message and any answers to help me. i have posted this before and am not able to find it.. on this site. feel free to email me an answer... It almost looks like efflorescence. In other words, moisture seeping through the fabric to the outside. When the water evaporates, it leaves behind a calcium residue. Do a test by scraping some of it into a pile. Place it on the ground somewhere and pour some vinegar or muriatic acid on it (slowly/carefully). If it fizzles it's calcium.
