SGS Wave 40 not working

So recently the pool fellow told me my unit is broken and it needs to be replaced. I checked the cells and sure enough they are not bubbling anymore (it seemed to break right after he cleaned it with acid, coincidentally). Regardless, it is not working. There is a blinking service light. A couple of questions:

1) Does low salt really turn off the generator? I've had it at 3000ppm for the longest time and it worked fine. SGS (CMP now) asked me to add salt until I reach 4000-4500ppm.

2) He told me 9 out of 10 times, a blinking light means the cell is bad. Anyone with experience know about this?

3) How are the generic cells? Platinum Edition Replacement Salt Cell for Powerclean, SGS Wave 40 & Breeze 540 | 40,000 Gallons | 5-Year Warranty

4) Is there a way to test the main control unit vs a bad cell? I'd hate to buy the cell and then it turns out to be the main control unit.

There is nothing in the manual about a blinking service light, only a blinking status light. The salt level should be between 3000-4000 ppm 3000 being minimal. The cell also has a 5year warranty with 60% off msrp. The manual also says not to clean the cell with acid.
With that said I recommend you start maintaining your water the tfp method. You will never have to acid wash your cell and will extend its life if the water is maintained properly. I should know I’m a degenerate pool guy and made the same mistakes as your pool fellow until I became the wiser and started following tfp. The community is a strong one and will hold your hand.

What was your final result? My service light just came on and pool is no longer making chlorine.
