Poured concrete rust before plaster

You have to figure out if that rust came from external material during construction or from rusting rebar in the gunite. It does not look like rusting rebar to me.
Yes it was almost like oily stuff coming from that spot too… maybe it’s something leaking through concrete after rain?

Concrete is not waterproof. Water will leak through it until plaster is installed. Your underground water may havegot contaminated by some construction material. I would clean it off and see if it returns.
