we are replacing our liner and identified there are some low areas in our poolkrete base. The areas are 2’ x 10’ and run 0.5” to 1.5” deep. Could I put a skim coat of the same poolkrete on top of the existing poolkrete to get the correct depth on those low spots or would it not work.

You can skim coat but it needs a rough surface. I usually break up the area with a masons hammer amd just fill from dirt up. If a larger area bonding agent helps. Just needs something to bite to
