Trying to backwash... What is this faucet for?

Hello, so my pool is leaving some dirt and sand in my pool and not picking up everything. All the filter is clean but the DE Pentair filter and looked up how to backwash it. I have two concerns.
1: What is this faucet for? The one with the green color on it. Is this supposed to be the outlet of backwash and I have to turn it on before I backwash? I added addition picture of another pipe going into the ground which goes to the drain that's Infront of the house.
2: That backwash push pull is so flimsy and it won't really rotate. I'm afraid if I use too much force I'll break the handle. Any tricks to this?

Don't worry about the faucet, someone wanted to be able to bleed the system, drain it, or use it as a water source.

Open the large black nut on your push pull valve and pour dial down into the housing tube. Carefully work the dial into the tube the best you can. Then remove the handle/stem by pulling it up and out by carefully twisting, pulling, kanting side to side as you pull.

Then clean it, lube it with silcone lube. Replace those two orings.Don't forget to hose out the dail from the housing and slap it back together.

That faucet is used by the plumber during initial construction of your plumbing system to add water to the system. The purpose of this is that if there was a broken pipe during the rest of construction it would leak both pressure and water to show where the leak was. Here in SOCAL it’s required for one of the many inspections by the city.
 
Aqua so in CA they require you to hook up a hose to the equiptment to test for leaks? Then they don't plug the port but instead just leave the faucet installed for future inspections?
What do they hook the other end of the hose to? It would have to be some weird adaptor to attach it to the homes faucet because the hose would be backwards. Ordo they have some kind of tank on a cart. They really make you guys go through that out there?
 
Yes unfortunately they do make us go through that. The plumber has a double female to hook up to the male bib. It’s onl checked once during the construction process and that’s during the pre-Shotcrete inspection. It’s never removed and just like any other value that’s not used for years if you open it it will leak.
 
When you say open up the black nut, are you saying to loosen the blue 🔵 marked A part?

I tried twisting the red marked B part and and it wouldn't twist. I could use more power but that plastic handle looked like it was going to snap off. There's this little metal bar at the bottom I have to rotate out to free the pump. I can't push down on it neither, only rotate. I guess I'll have get pliers to rotate that way...

Wow that was some puzzle...
So to take it out, loosen the big nut (blue circle). The. Twist the outside plastic ring that covers the lever, not the lever, which will unlock the lever. I though you twist the lever.. don't do this. Then you pull realllllyyyy hard and you should hear water pressure releasing sound. Confusing but worked!
