Has anyone ever seen water bonding (electrical) done this way?

Our electrician just did this and i’ve never heard of bonding this way. I guess the bonding wire attaches to the bracket.

I’ve not seen that particular one, but there are several similar plumbing options for water bonding available. Most of them install in the hard piping, but that’s not the standard for AG plumbing so this seems like a reasonable option.

If it's galvanized steel, it will rust pretty fast and it will put a lot of iron in the water.

You should use copper fittings or stainless steel.
Does it look like galvanized steel? I honestly have no idea. I’m not good with that kind of stuff.

I paid good money for the install so I want to make sure it’s right.

Technically galvanized steel is both conductive and corrosion resistant, so as long as the surface has the minimum area (9 sqin) and the bonding wire is properly connected to the fitting it would be by the code.

That said, I wouldn’t use galvanized steel (or copper). For pool water bonding I believe stainless steel and brass are far superior (I prefer the later) in their corrosion resistance.
