The first picture is set to 115, the second picture is set to 230.

Check your input voltage with a meter.

If the voltage is set wrong, the DC voltage will be wrong.

Your DC voltage is OK, so I suspect that the input is 120 volts.
 
You're right, I must be losing my mind, input is 120v. Maybe its the 90 degree heat here in PA the last two days getting to me. For some reason I thought I was running 240v.
