Pool deck drainage

We have been getting some torrential rains from storm fronts moving through over the past months and my pool has overflowed onto my deck several times. Looks like I have to unclog the deck drainage because the deck drains very slow, exacerbating the problem, causing a little lake, and dragging dirty water back into the pool. I want to pull the drain covers and inspect and dig any mud I can out, and if need be, call a plumber or someone to clear them out. There is one drain cover that is only a couple screws A few quick questions off the top:

1. Would a snake connected to a drill typically do the job?
2. Who would I call for professional help, a plumber, or is there someone who specializes in decks and outdoor drainage?
3. These long gutters along the side of the pool in the photo shown: are they connected to the deck drainage system or are they just for minor overflow from splashing. they appear to be permanently fixed into the deck. Are they something I can pry up to clean under without breaking them? Along the fence line vegetation grows up from them that I have to periodically pull, so there seems to be dirt under there.

And finally, unrelated, what is the best product to use to seal the gap between the chainwall and the house slab and the deck? I used silicone a couple years ago but pretty sure I need some kind of concrete repair product or sealant.

part of the problem was a neighbor's chinese tallow tree that encroached over my deck since we bought the house, and used to rain a ton of debris onto our deck, so I have pulled that square drain cover before to clear it out in that localized spot. I have no idea if the pipe is clogged up or how far. That tree is now gone so hopefully the rate of debris accumulation in the drain will be reduced to minimal now.

One last comment, I have a view from upstairs of the two pools in my neighbors yards. Theirs seemed to have reached the coping or overtopped slightly during the storms but don't have the temporary flooding of the deck like I have. My entire backyard is concrete deck and pool, surrounded by a concrete chainwall. There is no lawn for drainage, so it needs the drains to do the job.

update

Inside the primary drain box the dirt accumulation was not significant, and drain pipe clear as far as I could see and reach, so if there is clogging its somewhere further in the drain line
