Wooden blocks level with sand?

Tried searching this for quite a bit but couldn't find the answer...
I'm getting my ground good and level for a 12x24 Intex pool. I've got a buddy coming over with a transit, so we should get things pretty close. I am going to add a small layer of sand(<2"), and my question is: do my blocks for the legs need to be level with the level of the sand now? I had been planning on having to dig out the ground to have the tops of them level with the ground. If so, it doesn't sound like I'll have to dig very deep to get them set as they'll most likely be sitting close to the grade of the sand.

We dug out the ground and have it within 1" -1-5" of level. I was going to use sand to just fine tune the leveling and to act as a pad. Just worries that as I add a little bit of sand, it will raise the grade where the pool is sitting by just a little bit. Since I'm only doing a thin layer of sand, it might work out pretty well with the thickness of the wood blocks. If the sand ended up being too high, I guess I could stack 2 pieces and dig them down to the correct height?

Sound like I'm tracking correctly? Have any different recommendations?
 
Dig down to firm ground to level the pool, and you cannot use sand to make the site level as it will wash out. Put down sand after the site is level and the pavers are set flush with the ground. Don't put sand on top of the pavers.
