I have been a TFP member in the past and thoroughly enjoyed the information during my early days of pool ownership. In fact, my pool was so trouble free that I started taking it for granted that everything was still fine. BIG mistake! I now have that mysterious white calcium particles settling on my steps. Prior to this the warning signs (that I ignored) were flakes from my swg self-cleaning and a nasty white ring at the water line.
I am currently draining my pool as the water in it is 5 years old and will muriatic acid wash the tile at the waterline and then Refill. I welcome any advice on proper startup since there will likely be acid residue after cleaning.
Thanks in advance.

Welcome to the forum!
This is not the best time of year to drain a pool in your area. Letting the plaster dry and heat up in the summer sun can risk it to cracking, spalling, and general failure. Up to you.
I suggest you read ABC's of Pool Water Chemistry.

A 0 CYA in Arizona is not a good thing. I keep mine at 70+ ppm or I am losing well over 5 ppm FC per day.

I do not see anything else of a big deal with your chemistry results. Your CH is very manageable. Your pH needs to be managed which will lower the TA. You need CYA and FC.

I've heard that's it OK to drain a pebble-tech pool in the summer here on AZ, but not plaster. You may want to look into that. Regardless I wouldn't drain if did not absolutely have to. Like @mknauss says, get your CYA and FC up and you should be OK. Your pool is not holding the FC your SWG is producing because of the lack of CYA.

Thank you both. I did dump 1/2 of my water and refilled it same day. Meanwhile I was able to take a spray bottle of acid and my pumice stone and clean the waterline. I will NEVER let my chemicals get that far out of whack again! Everything is looking good at the moment. Thanks again.
