Adding Calcium increaser

Will adding calcium increaser pellets into cold water (55 to 60 degrees) allow the pellet to fully dissolve? Upon opening and after SLAMming, besides having to add stabilizer, I also added calcium increaser. Pool looks great but periodically during the day, the returns bring in a white sudsy substance that floats on top of the water. I'm guessing that some of the calcium did not dissolve and is trapped in the filter cartridge and periodically releases back to the pool? If it is the calcium, assume it will eventually dissipate? My Taylor K-2006 test results are:
FC = 3.8
CC=<.2
Alk = 95
PH = 7.6
CH = 290 - it was 130 but raised with doses of increaser over 5 days
CYA = 65 - raised from 0 with liquid stabilizer over two weeks

I also cleaned my wood deck with Oxyclean and water but away from the pool --- none got near the pool but figured I mention that.
 
Pix attached of the white, sudsy,foamy-like substance. It comes and goes! It seems to get trapped in the filter cartridge and periodically releases back to the pool? If so, I thinking I have to wait for it to exit the pool to filter; then shut down pump and remove cartridges; clean and replace? Or --- I could wait for it to reappear and only suction from skimmer to waste and repeat until gone?
Any other ideas as to what this could be or how to eliminate?

I added approx 17-20 lbs of calcium over a five day period, 4/26-4/31, noticed this on 5/1. Pool was opened on 4/21; Slammed between 4/22 and 4/25; all was looking good until this arrived.

Wonder if my filter cartridges were not rinsed properly last fall? I did soak them in a "filter cleaning" agent.
